South Africa EMALAHLENI-The gleaming new chimneys and bulky generators that will become the second largest coal-fired power plant in the Southern Hemisphere are at the center of South Africa's $20 billion 50-year bet to promote economic growth and boost the economy. Its population is lifted out of poverty.

Now, South Africa and its Kusile power station have also become test cases to test whether rich countries can help poor countries get rid of the dirtiest fossil fuels.
